Yes, the temple is rebuilt, but the gates are broken down. There is no protection there. Nehemiah had been busy working in a well protected citadel. When he hears the news, he weeps.

Ezra 9:1-2 Things are moving along, and Ezra gets bad news. People are being unfaithful to God.
Verse 3 – The news is appalling.
Verse 6- Ezra prays in shame for the people, even though he himself did not intermarry. Ezra is the leader and calls them “our sins.”
Verse 4- When Ezra took responsibility and stood up, the others that loved God stood around him.

Ezra-Nehemiah series part 4: You Get About God’s Business and He’ll Get About Your Business – Outline

As we open in Ezra 7, the restoration of the temple has just been completed… but that’s not all. The story isn’t over. We build houses to live in them. God’s house was built to live in too. Even though the temple was completed there was still work to be done with the people. God is still working with his people today, and the same is true now, as it was then: if we get about God’s business, he will get about ours.
